I've waited all week to read your article and you did not disappoint.  I am a naive government PR pro who thought a blog would be a great way to involve citizens in our work, transportation planning.  And I was right.  Our now-defunct blog was a huge hit with citizens and the media.  Unfortunately, the politicians on our Board were uncomfortable with the candor and lack of "control."  After 6 weeks, the blog (MetroBlogOrlando.com) was suspended and now I am managing an exit strategy I don't agree with and keeping my head down to save a job I don't want anymore.  
I really think EVERY government organization should have a blog.  What better way to provide citizens with total access to information and give them a means to participate in public policy.  However, you were right when you stated that governments are slow.  I would add that they are also scared (of voice.)
